Your chat log contains spam, repeated insults, and hate speech. Riot is extremely serious about hate speech being prohibited, even if it's just to your friends.

Your only chance is to contact Player Support, but the honest truth is that the account is almost certainly lost for good.

I've heard of a case like this once. Riot basically asked all the guys team mates to log in and post (idk if it was in thread or how they did it) that none of them were offended and the guy was just joking and one of them reported him as a joke.

I don't know if Riot will let this slide but your best bet is a support ticket.
