Hacking with 3rd party?

Found a jhin player on norms playing jhin on my last game and idk if he is hacking or not checked his account on OP.GG every game he has won but one and every game had Quadra kill or higher and MVP he had 400 dmg 100% crit 3 items lvl 12 his runes was fleet footwear and mf band didnt miss a single skill shot on W but missed only 2 shots with ult and would hit w every time we flashed his w would appear. Is this hacking? i reported him but idk if i should make a ticket on him

i called him out asking him if he was running any 3rd party programs but he said "i dont even know how to run a minecraft server"

should i make a ticket?
