It is, but it isn't caught as frequently, from what I understand. Make a point of asking Riot to review post-game chat in your report note, I've heard that helps.

If im not mistaken the IFS doesnt check Pre/Post game chat, but since we do have a place to write a detailed information on why you are reporting said person, you can write "Said slur in pre/Post game chat" or something along those line and A Rioter could see and manunally check the chatlogs of everything that person said Pre/Post/Ingame chat!

Writing a report through a support ticket works as well. You can include screenshots of what happened, and you can always link the same screenshot in the report made through the client too. Whenever I forget to report someone, or if something happens that I couldn't report them through the client, I use the support ticket method. Sorry you have to encounter people like that.
