Dodging unfair teams

I hate it when people go in lanes that they aren't suppose to go and auto lock their champions. Usually you call out your lane, but some people don't respect that and that why people lose games because of lak of co-operation. That's why people dodge, but it isn't fair that they aren't able to join que for a certain amount of time. So Riot games, can you do some thing about that.
