Trolls within the ranked draft mode champ select

Let's be real here, no matter how much we say how much player toxicity has decreased, it's a matter of being at the right place at the right time, or in a lot of people's cases, the wrong place at the wrong time. I find myself being at the wrong place at the wrong time a lot and encounter people in my ranked queues/selects that just start to troll once they don't get what they desire. I would post examples, but I'm sure all of us have at least encountered this situation at one point in their time with League. One option is to deal with it and play the game out and try to win. Of course i've tried this, and I would say 1 time out of 20 times, I would win with a person that decided to troll or upset the team immediately from champ select. The other option is of course to dodge the queue, but why is there not a 3rd option that could reset things for everyone without any sort of loss except the time spent in select?

Something like a vote to kick option in champ selection is what I mean. Kinda like a vote to surrender but instead of just losing the game, it would just boot everyone out of queue and give them a chance to wait for a new string of players. If a toxic player decides to keep tearing up champ selects, they'll keep facing vote to kicks from champ selects and never get to play until they decide to be a proper teammate. This could be abused in some ways, such as pre-mades having favored odds with vote kicks, people not happy with their team comp overall and decide to restart queue with vote kicks, but having this option to deal with trolls or people that aren't all about that teamwork empowers players and strips trolls of their power to control their teammates through a form of mild extortion.

I'm not saying this is THE solution, but an idea that something needs to be available for players to deal with toxic players before getting into the game without negative effects besides loss of time. At this point of the client, we can't even report someone until after a game is done... after we're done dealing with BS shenanigans that the worst of us players bring upon other players who just want a good game of League. League is so far behind player empowerment in comparison to Dota 2 which has so many features to save the players' time or give them the edge they need to win an unfair game.

Well, my post wouldn't be the first of its kind, so I don't expect anything out of it, i just had to get this outta me.
