Punish only people who frequently dodge and/or add a tool that lets you report people in champselect

Since this patch was released I've been getting people banning the new champ and others trolling because of it. They lock in random champs and force you to either dodge or deal with them trolling. I do not want to waste the time to go through the game just to lose and report him because frankly, the reporting system does nothing. So people get punished for other people trolling in champ select and there is nothing they can do at all. Why not add the option to report in champ select or not punish people for dodging unless they do it frequently. Losing promos because of dodging is such a dumb thing that barely looks into why people dodge.

if you think "reporting system does nothing", why bother add report option in champ select?

You only get real punishment if you dodge too often. 15 minutes queue cooldown time (and -3lp if ranked) is hardly a punishment. Better to have that and prevent people from abusing free dodges to increase all queue time.

Ya I was more refering to how it counts as a loss if you are in your promos, also I should have been more specific when I talked about how reporting does very little when it comes to inting because you cant really tell the context of the score. Someone could be inting and go 1/15 or be just having a really bad game. Where as in champ select its a lot easier because everything is in chat. Same reason why toxic people get punished where as inters often dont
