Punish only people who frequently dodge and/or add a tool that lets you report people in champselect

Since this patch was released I've been getting people banning the new champ and others trolling because of it. They lock in random champs and force you to either dodge or deal with them trolling. I do not want to waste the time to go through the game just to lose and report him because frankly, the reporting system does nothing. So people get punished for other people trolling in champ select and there is nothing they can do at all. Why not add the option to report in champ select or not punish people for dodging unless they do it frequently. Losing promos because of dodging is such a dumb thing that barely looks into why people dodge.
