Is there even anything done about cancer teammates?

I just had a duo in my game that their entire goal was to be cancer for our team. First they ban the hovered picks of our team. Then in game they say muted all and I am going to die a lot. Proceed to take all the adc's farm and int every 30s. Is RIOT even doing anything about this? It seems like it gets worse each patch. Considering how much money goes into the game from the community you would think that they would actually care about how the general community is and not just pro players. Sad Riot, disappointing, angry and overall i think you should get your shit together for players like this.

I feel like Riot should adopt a less aggressive stance on chat-toxicity (at most, chat perma-banning people) for constantly swearing/threatening, ect. The bans for things like "gg, ez", calling someone stupid, ect. (unless it's very excessive) is just moronic. Those things should just require a tougher skin or the person can mute that specific player. It's logical, and doesn't promote run-to-daddy pussy-foot behavior.

As for the gameplay trolling, they're doing what they can but there's not a whole lot else they can do. One potential thing is to take inspiration from CS:GO and when a player is banned for trolling in-game like that, return the lost points to the person's team-mates and over the next 5 to 10 games you can subtract the points from the winners so that it doesn't impact them all at once. Hell, you could even do it that way for the winners and the losers.
