What do you consider too far?

So in game, this person kept making racist slurs towards Japanese origin, and me for mentioning listening to it (attempting to learn). So all game him/her and his buddies wanna say stupid stuff. I don't mind leagues has never actually put a stop to it, but having him add me after game just to say this. I would bet my bottom dollar, he isn't gonna be banned by my single report. If you don't believe me i have a picture to show him messaging me this as well. But don't know hot to post it on here. Is there gonna be any change to the report system? Because this stuff is too far, especially if he said this to a kid, that may have actual depression problems.
