A player cancelled our remake vote by reconnecting right before the vote

The Annie was afk for the first minutes of the game. Shortly after, thinking we would be able to have a remake vote, she reconnected in an attempt to cancel the remake vote only to go back afk right after. Right after she reconnected, kept walking mid to attempt to avoid LeaveBuster and went back in base only to stay there and instead of explaining her situation, admitting that she cancelled the remake vote on purpose continuously insulting us in chat. This was my platinum promotions and I have to say this is one of the worst experience I've ever had of this game and clearly this was the same for my teammates. I really wish the Tribunal or something similar to the Tribunal still existed.

Is there a way for a Rioter to investigate this case, I sent a ticket but there's no response yet.
