I think I found a sammer, or hacker... possibly a glitch?

When I logged in this morning, I was greeted with a friend request from the summoner, "IS172d9b3bb0fbb32d73902". I do not remember ever playing a game with this summoner, nor do I remember any reason why they would friend me. Either way, what's even weirder is that when I click to decline the friend request, another request will show up and I will not be able to have it go away.

So this is mostly me just theory crafting, but I looked up the summoner on op.gg and on Lolking. The summoner does not exist in any region. So my best guesses are that this is either a scammer or hacker trying to get into my client, or this is a random decline glitch.
