i only have 1 league account i really dont want to get banned because i love this account i literally spend all my time here every day and i wont want to lose my account for anything so im just wondering if someone from rito can confirm that i wont get banned for using custom skins ?
Depends on what you use to get it. If all the application does is change your skin, then no. But if it's something like MKLol/Jogo, anything that has features that are illegal, you can't use it at all even if you don't use that part.
Just be smart, I literally don't have Curse voice/Wooxy/ Any 3rd party program installed. I went to League of legends and downloaded the game and thats it.
Good way to not be paranoid is not downloading any 3rd party programs that way you don't risk your account security(Viruses depending on the program) Or being falsely banned for having any random advantage that Riot sees fit.
Just play the original game and stop with any 3rd party mods whatsoever, easy way to get over your fears.
I have two comments on this.
Is technically it is not listed on Riot's FAQ page https://support.riotgames.com/hc/en-us/categories/200137684-Account whether this kind of thing is 100% ok. However what you will find from doing a google search is some Riot employees have posted in the past that using custom skins is not against the rules as it provides no actual performance change whatsoever and is completely cosmetic.
Riot reserves the right to do whatever they want whenever they want and if today they decided that using custom skins is a bannable offense than you would be out of luck and any argument pointing to previous posts would be just that. Previous posts that in no way represent Riot's current stance.
Riot does an extremely poor job of clearly listing on the FAQ page with what is or is not against the rules. Posts on the forums from Riot employees should not be taken as official statement by Riot regarding their stance on issues. Those posts in essence can only be used to represent Riot's position at the very moment they are made. They should not be used as evidence or proof of policy in any way moving forward.

Even before they ban you, they send a letter to your email warning you to stop using the program, if u keep using it you will get banned
