honor locked?

I've been at honor 2 2/3 checkpoint forever, since season started, and every time i log in i get rewards for "tiltproof" "fun to play alongside" but im still at honor 2 2/3. is it bugged or is their some secret requirement to get honor 3?

You may get honored, but if you are negative, it will slow or impede your progress.
