Is it normal to just decide to not win the game my team was literally at the nexus and they just gave up. I mean they refused to finish the game

It's usually a lack of discipline and/or situational awareness, when folks go for kills instead of the nexus and wind up unable to end the game.

But if your teammates literally refused to end, that could be considered trolling.

i mean the only time the majority of my team decided to lose was when it was 5 of us and we were winning and decided to ff just for our amusement. we all decided to almost win and then let the other team win. i feel like in any other situation it would be more negative and considered trolling/griefing

we were at enemy base and my team just simply refused to hit the nexus instead of that they was just wandering around in there and farm and it was in ranked match

i reported about the match to riot support am i getting some sort of punishment for doing so?
