Is Riot Banning Players for Toxic or afk? It's a big problem in lower elo ranked.

I have several accounts on different servers. An i have played since season2. I have gotten Plat3 rank highest on Na. I have gotten D3 on Eu. But my god NA server, has got to be the most toxic server. So you can imagine how happy i was when they said they were going to begin banning players. An yet... Despite what they said. I have seen even more Toxic/afk players 4 games in a row. Usually i only find a toxic player/Afk player every 1 out of 3 games. Was G3 then dropped to G4 Then back to G3.. Now g4 again. When someone gets angry they give up an afk. Or they feed as mentioned before it's always every 1 out of 3 average. An that is insane. But now it's almost every match. Ya know... Like G3 that's almost Plat. An you are still seeing this childish behavior. My hope is that once riot starts banning players we will see a decline in this sort of toxic behavior. An in hindsight that means we won't see it in ranked anymore. OR will we see it very rarely. I ask that you give me some hope. Tell me a story of when you reported someone an heard of them being punished. Or link a post where riot says they ban these people. Does riot have a solution? It's frustrating when ranked becomes less about your skill. An more about who gets the afk/rager..

Afking and toxicity has different punishment system. Only if you afk all the time can you be severely punished. But toxicity can be punished from start.
