Since i'm perma-banned from the game I've already created a new account. I was about to start investing some RP into this new account, but I'm wondering if Riot will ban me again. Also, don't ask why I was banned in the first place. This isn't the place to discuss that. I'm just wondering if a permabann = IP ban too. If I'm perma-banned is it okay for me to start playing again on a new account or do I need to use a different IP address?
Unless your offenses were extremely severe (such as you were DDoS'ing people), they don't ban a player, just an account. Unless otherwise specifically stated, you are free to create and play new accounts. You will not be targeted for punishment based on actions from your other account typically.
As long as you don't do anything ban-worthy, your new account will be fine.
Riot doesn't mind you coming back if you follow the rules. It means more chances for them to make money.

and ip ban lol... what is it with ppl talking about ip bans???
No game company does IP ban on players since it could lead to some legit players being blocked.
As long as you've fixed your behavior, you'll be fine. The new account is not in any danger based on your actions on a previous account, unless you were going beyond the game to cheat and win (file manipulation, DDoS, etc. may be enough for Riot to issue an IP ban, I'm not sure).
My advice is to simply err on the side of caution when it comes to potentially toxic behavior. If you're not 100% sure that your comments are not spreading negativity in any form, then simply stay silent. Don't react to baiting and insults.
They never issue an IP ban no matter how bad the case because it can unfairly punish other people playing on the same IP (read: people at college campuses or internet cafes).
Just try not to be a shit this time, especially since you're apparently dumping money into this account.
