Reporting System Broken - Riot doesn't mind Hate Speech?

Yesterday I played a bots game with a lobby full of typical "its just bots" summoners. You never know if you are playing with new people or people who are creating alt or smurf accounts. Everyone called their lane, I called adc and locked in after 30 seconds or so. The last person to pick, locked in Jinx last second. Once the game started I naturally was a little frustrated but was trying to understand if the person was new or if they were just being a "its just bots" kind of person. In case they were new, I tried to explain to them that they should call a lane in the lobby, because I would have had no problem switching to support. After that opening, the entire lobby of people started to basically shit on everything I said and make a mockery of me which naturally made me upset. From that point on I just took everything out on the jinx as they were dishing it to me. I made a point to make sure she didn't get a single kill and stole all her minions. After the game they all promptly reported me and I got a deserved chat ban. My problem is not that I got reported but that the reporting system sent me the conversation in game for "why they restricted my account" but it showed absolutely NOTHING that everyone else had said. Looking at just what I had said you'd think I was some kind of monster so if anyone is "reviewing" the game by just looking at that log would have no idea what actually happened. My question is do people reviewing the game only look at that log?

Also, in my very next game, I got put with someone who called me a dirty muslim (I'm not but I didn't tell him that) and basically thought it'd be funny to troll me the whole game while talking pure hate speech. I reported them and they had no action taken against them. So hate speech is fine for Riot but getting flamed by the whole lobby and sticking up for yourself is not. I'd like some kind of an explanation.
