The people at Riot have their hearts set on banning people who flame, whilst not giving a single fuck about kids that troll. Except passive aggression and flame-baiting are also something the system would consider as well. As long as someone actually filed in a report on that, that is.

Thing is, it's way easier to report someone who flames because they have a system that detects certain words that are considered toxic.

I mean, trolls do get banned. Albeit more slowly since depending on how they troll it is hard to detect.
Trolls do get banned. It's harder to detect since sometimes it can simply be a really shitty game. But if you've watched the boards at all you'd see people do get banned for trolling.
