What are the rules for bans and suspension and how does the reporting system work?

usually i don't really post this stuff on here but this really annoyed me and yes i'm having a "wat" or "sook" or what ever you wanna call it but stuff it.... So i just finished having an unfortunate game from someone "lane stealing" which pretty much ruined my whole experience.. of course i got the normal insults from him/her "Fk ur mom" or some crap like that not that i really pay much attention to it but what really got me annoyed was the fact that he got the enemy team convinced that i was trolling and man let me tell u guys something when the enemy team co operates with your team and targets you specifically it is a crap experience no other way to put it so my biggest question is how does the reporting system work? do people actually get banned from reports and not just a suspension for leaver buster?

When a player is reported at the end of the game a flag turns on, and a review is executed by the IFS (instant feedback system).

Any reports made when the flag is on will have no effect on the reported player.

Riot is very vague with how to system reviews a player, since it could lead to the system being gamed if they werent.

If the system finds that they have been toxic enough, they will get punished. How harsh depends on how toxic a person was, though generally the system given out a 10 game chat restriction. If a player has been recently punished the new punishment will be harsher.

The ladder goes like this

10 game chat restrict 25 game chat restrict 14 day ban permaban

As mentioned previously, it is possible to skip punishments.

EARLY EDIT: If the system finds that a player should be punished, it may also notify the player that made the most recent report, but not always.
