Questions about Riots Banning system.

So I know riot bans people based on actions that conflict with their summoners code, or whatever they call it now. What I am confused about is that they permanently ban account for repeat offenses but can't the person just make a new account? what is stopping someone from making a new account and continuing on like nothing ever happened? I just am not seeing a perfect solution for the problems they say they are trying to address. Wouldn't IP banning be a better method? If the offense is chat related couldn't they just ban their chat? I Just am confused about their intentions since the method they currently use are very poorly solving the problem.

IP bans are super easy to get around. IP bans also will affect those that play on public domains such as school campus, libraries, internet cafes.

They have tried permachat-ban before, and they found out that the toxics will just result in gameplay trolling instead.

Permabans currently deter a small amount to come back playing the game. At least they bring their toxicity elsewhere, but it is true that a large amount of the toxics that get banned still make a new account.

Well yeah, they can make a new account. But the new account is level 1, without any champs or skins unlocked, so it's a pretty big step backwards for them.

IP bans are tricky when you have somebody moving between different areas (or playing from a public place, I'd assume), and perma chat restrictions were tried and found to be ineffective.
