Questions about Riots Banning system.

So I know riot bans people based on actions that conflict with their summoners code, or whatever they call it now. What I am confused about is that they permanently ban account for repeat offenses but can't the person just make a new account? what is stopping someone from making a new account and continuing on like nothing ever happened? I just am not seeing a perfect solution for the problems they say they are trying to address. Wouldn't IP banning be a better method? If the offense is chat related couldn't they just ban their chat? I Just am confused about their intentions since the method they currently use are very poorly solving the problem.

IP bans are super easy to get around. IP bans also will affect those that play on public domains such as school campus, libraries, internet cafes.

They have tried permachat-ban before, and they found out that the toxics will just result in gameplay trolling instead.

Permabans currently deter a small amount to come back playing the game. At least they bring their toxicity elsewhere, but it is true that a large amount of the toxics that get banned still make a new account.

I guess thats what im getting at. What is the point? They really can't do anything about it and Permabanning people is more likely gonna have people just intentionally try and ruin the game for other people since they were banned. I mean the game is free and you cant make unlimited accounts.

Actually, Riot has hinted that their data shows many permanently banned players never return, and of those who do, many are much better behaved.

Well with most companies if they introduce something they will always want to say what they are doing works. I would agree that many permanently banned people probably would be done with riot and their policies but I feel some would try and be a vengeful type and try and ruin the game for others. But i guess that might be more up to the specific persons personality.

While leveling my 4 accounts I always ran into toxic Smurfs who got their mains permabanned

This makes very little sense. They can be spiteful and vindictive... but the amount of effort that has to go into getting back to lvl 30 just for the sole purpose of trolling? It's just not worth it unless they have some abnormal fixation.

Sure they could buy an account and troll but why would you spend IRL money just to be a troll for something you normally can do for free?

The idea that sometimes they aren't fully reformed, yeah that makes sense, but to come back for the sole purpose of trolling is just way too out there for me to believe happens on a frequent basis. If anything it's like a 1 in million chance kind of thing.

I remember reading a Post, forgive me for not being able to link it since i don't remember where, but of a guy who bought level 30 accounts for like 10 dollars a month and was able to just spam and generally be toxic and it didn't cost much for him but he does it since he got what he though of being unrightfully banned. also many people might just make lower parts of this game and lower account games miserable which could deter new players.

That's just sad to hear. I really can't imagine how awful that person's life had to have been to resort to spending his time harassing and trolling people with 30 accounts worth of games...

Well yeah, they can make a new account. But the new account is level 1, without any champs or skins unlocked, so it's a pretty big step backwards for them.

IP bans are tricky when you have somebody moving between different areas (or playing from a public place, I'd assume), and perma chat restrictions were tried and found to be ineffective.
