So I got perma banned and asked riot for the reason. A Rioter called Riot Borrower replied after saying that he/she will not remove my ban:

Its explanation time!

Olaf dies first blood to Nasus, we were all cool with that
Olaf dies again solo to Nasus, again we were cool with that
Olaf dies 10 more times to Nasus and Rengar ganks, We kindly asked him to play safe and stop overextending.
Olaf continuously blames his lost lane to the jungler (me) when he LITERALLY died SOLO to NASUS first blood.
I told him to shut up ( how is this even toxic xd? )
Olaf tells nasus "you didnt nothing, rengar carried ur lane" ( i mean u died to nasus lvl 1 but okay, I didn't question that in game )
I started mocking his grammar and typed in chat a couple of times " YOU DIDNT NOTHING "
My team found it funny so i figured out it was cool.

Olaf reports me for " toxic " lmao

Thoughts?

Fullcaps repetitive spam to harass a teammate, seems pretty toxic to me.

You had plenty of warning, obviously. Stop denying the issue and start fixing it, or you are going to have the same problems in real life and any other game you join.

Telling a player to shut up, mocking them over a grammatical error, and telling them to shut up again, this time while shaming their performance by using their KDA to attack them.

If you recently came off of a 14-day suspension, this ban is entirely merited.

My team found it funny so i figured out(sic) it was cool.

Just because the rest of your team found it funny that you mocked the Olaf's grammatical error doesn't mean the Olaf themselves found it funny. They reported you, and, very clearly, the IFS agreed that you were out of line. So, no, it was not cool.

And, as a little nitpick, since you seem to not care about pointing out grammatical errors, you probably meant "figured it was cool", instead of "figured out". The latter would imply you came to a revelation about your actions, while the former is supposing your actions aligned with the perception of them.

small note: the 14 day ban is your last warning. 1 small mistake and you are gone.

As a response to this coddling real world crap I keep seeing...

I don't see many people screaming obscenities at each other in the real world, telling people to kill themselves, or just randomly starting shit.

You scream at your boss at work you'll get fired. Your boss screams at you at work, he'll get fired. You start screaming, using homophobic or racial slurs, or telling people to kill themselves in the real world, you can either get arrested for being a nuisance, be convicted of murder if your verbal abuse caused the suicide of another person, or you can get your ass kicked for telling the wrong person something they don't want to hear.

So no, you raging and screaming in a chat box is NOT what it's like in the real world.

What does the rest of your logs say? Were there any other games included in this punishment?
