I don't understand this player base. I've started playing league with a friend and people just flame you for "throwing" because I'm just bad and it just makes me mad because I know im bad, but cant i play a game and try to get better? Instead they just insult me enough to report and I insult them back, get reported and banned for 2 weeks over them?
Retaliation isn't okay. If they insulted you, and you insulted them, then all of you earned your consequences.

Riot only punishes you for your actions and chat. It's ok to be bad, but it's not ok to fire back with insults. You can mute players in game if you detect they're being toxic. It saves you a lot of grief because frankly, toxic people rarely change mid-game.
You mentioned having just started playing league. Is this your first punishment?
If you don't like what they are saying then mute them, report them, and move on with your life. They are not important enough for your words.
Just so you know, the punishment after a 14 day suspension is a permenant suspension, so be very mindful of what you say when you come off your punishment. If you are having difficulty determining what triggered your suapension you can post your logs here and we will help.
Next ban is permanent (it means FOREVER) and will occur after a SINGLE deviation from the rules, so i strongly advise you to just unbind your chatbar, glue your "enter" key.
Be aware that : being negative in ANY MEAN, asking for others to report a player, etc will get you ban.
If you are having a hard time in normals, I would suggest bots until you get better at the basics. The number one thing new players should learn is how not to die. This will end up being more important than anything else. And it is VERY easy, just need a little discipline. Don't fight just to fight, don't chase, don't dive, don't wander through the jungle if you have no vision (btw, WARD WARD WARD), etc. If a play seems risky, don't do it (until you learn what is safe, which just takes playing a lot of games).

Don't respond to toxic behavior with more toxic behavior. That is how you get banned.

the smart thing to do is to /mute them.
keep in mind your next punishment is a permaban. This includes minor negative / toxicity such as "asking for reports" and "telling them you give up".
