match making in silver NA

I played over 600 games in silver this season and got over 50% win rate , still every time I get to gold promos or silver 1 riot keep giving me the worst team mates flaming , inting and afks. I had a bot lane playing their first ranked game in my gold promos. I understand that promos must be harder than any normal ranked game but I can not go 1v9. please riot fix your match making system , is it too much to ask for decent players in high silver elo?
