They kept calling me a third world Romanian fuck who receives oranges from the Romanian government. Guess they didn't get restricted because the N word wasn't used, nice system. Literally belittling a player regarding their race and no punishment was issued.
Can't expect to get a notification for every report you give out. Riot isn't liable to inform you about other player's penalties. They only give that rare notification for a small bit of comfort, not because they have to, but they were nice enough to. So don't expect it.
not getting a notification doesn't mean they weren't punished
if you're not the only one that reports them then that message may get cycled to another player.
how do you know they're not banned/restricted? did you friend them? been playing with them ever since? are you a stalker? know them in real life?

IF you were the only person to report them and IF they're not punished then :
you probably reported incorrectly. did you provide details? timestamps? anything? there's a "details" box for a reason. if you dont put details they have to filter through the entire chat log - which takes time.
