Queue Resets

I really think Riot needs to fix the issue whereby players can out pick and out ban the enemy team then someone exits the game causing the queue to reset. This should not be allowed as the whole point of picks and bans is to put the enemy team on a comp that your team can pay better against, so allowing players to just exit the game and receive a mere 5mins penalty I believe is using a "loophole" in the game and essentially making picks and bans worthless. Anyone else feel the same? Or am I alone here?...
