We need a new system for disciplining players appropriately

Just played a game where, early game, I ulted twice as Nami, and hit both enemy laners (so, successful Ult I'd say.) My Draven AFKed, purely because I ulted, (he said that, in chat) and we lost. Now... I'd like for him to be banned, but that's not my issue. I would LIKE for there to be a way to screen the game, so players who do this kind of stupid, petty, childish shit, either CAN'T play Ranked, or their teammates - who wanted to play, don't have to deal with the consequences of people who don't REALLY want to. I'm bronze. And I'm learning. And I'm NOT saying I don't deserve to be bronze. I do. I absolutely do right now. Because I still have to learn to play well enough to climb my way completely out of it. I have seen Bronze 2. So I'm starting to learn, and make the right moves more consistently. Because I want to learn, and I'm trying to. And it frustrates me being placed in games with people who have absolutely no interest or intent to play, and being punished because of that choice on their part. The other day I was also put on a leaver, because my adc left, and I started a remake vote, which passed.

Can a system be put in place which actually prohibits players who don't WANT to play, from playing Ranked? Or one which disciplines only those players whose actions result in ruining a game for 4 other people?
