Chat ban = no hextech loot
So I got chat banned, the ban was over, and I'm still not able to earn loot... When am I eligible to earn it, or is it based on current behavior?

You're currently in your reform period. Keep up the neutral/good behavior and you'll be eligible again!

The reform period lasts longer than the punishment duration. Show consistent improved behavior, and you'll become eligible again in no time."
