How do I prove that a person is Elo-Boosting to Riot?

I know someone that is elo-boosting but I don't know how to get proof of it.

Just report them to the support, Riot will take a look, and if they are being elo boosted - ban

Average winrate/performance, and they may do an ISP check for the account, but I've never seen that confirmed. Seems like a logical step though.

If you knew someone who got a promoted after giving bribes, and you reported them. That wouldn't be called snitching. Same here. Report them, let Riot take care of their accounts.
