Honor Requirements???

What exactly ARE the honor requirements to level up? I ask because I have been sitting at this https://gyazo.com/9f9be11d0bf9ababf8065efdd55a08d5 for several MONTHS now, and im just..stumped at this point. I had not been honored every game but I feel I have been honored enough times for this to jump? Am I missing something? What does it take to move past this barrier because as of right now, Im at a loss. You can get honored so many times but it feels like this has truely stagnated here? Am I wrong? Has anyone else run into this issue? I dont make this post to brag or boast, I genuinely wish to know if im alone in this.
