hello, My friend is permanently banned for flaming i suppose, and because of that he is going to stop with LOL, because he dont want to start a new account. he was just one day level thirty. and he has regret for what he said. I dont like it to because my best friend doesn t play LOL anymore can you please shorten the ban to 2 weeks or something he wont do it again..

If he got a permanent ban, then it's not just the first time.. You usually get some warnings and even a 14-day ban before Riot perma's you. So if he really regrets it, he should've done it waaay earlier when he had this "lower level" punishments.
Now it's too late and to be honest: one flaming kid less ingame is one potential threat less for my promos.

Appeal denied. The truth is that your friend is level 23 and didn't even make it to level 30 before being permabanned. That's the kind of person that gets thrown out of bar at 6 PM because he's already drunk and just peed himself. Your friend is the kind of person that carves racist comments on the bathroom stalls. Oh man another moronic thread! You sure you aren't the 14 year old friend that got banned? Seems kind of fishy that your "friend" cant come here and beg for his own forgiveness.
Also, you clearly don't understand simple metaphors " Kicked out of bar by 6 for being drunk " If you can't relate that to being banned for being an idiot then you are permanently stunned.
Your friend must have received chat restrictions & 14 days suspension if he were continuously toxic in the past. So since he STILL decides not to change his behavior, he deserved the permaban well.
Otherwise if you think I'm wrong, post his chat logs here, since you not posting it indicates that you knew he was toxic as fk & thinks a blind appeal such as this thread would work.
