Trolls

I'm not really sure if this is a question or a comment, but I have been leveling a new account for next season ranked, and it's about level 27 rn if that makes any difference, but I have noticed that a lot of the time I am matched with the same people for two or sometimes three games in a row, and usually this is fine, but recently I had two games in which there was a troll/afk/flammer (generally people who aren't fun to play with) and after the game I reported, as one does, and they were in the next game champ select. I understand getting matched with the same people sometimes if not many people are online, but I don't get why you would be matched with the same people after reporting those people. Does anyone else have this issue?
