This is generally because most people treat any playstyle they don't like as "intentionally trolling". I took a peek through your match history and didn't find any obvious intentional feeders/trolls. There were some very off meta plays and champions, but that is not against the rules. You cannot control who other people play, what they build, or how they play. And even if they are intentionally feeding or trolling, you do not have the right to flame them for it.
It does punish people who deserve it.it is just infinitely easier to punish verbal offenders. They want to make sure the person is trolling before punishing them.
