Can i get a gold border if im honor 1 ?

No. You will not get anything unless you're honor 2.
borders are instant next season after your placements (place gold, get gold border instantly)
you won't get the symbol on it for past rank (we don't know what this looks like, but we know there will be something on the border showing last year's rank)
we don't know if you will be able to get the instant border if h0/h1
we don't know how these borders interact with honor
