All permabanns should be unbanned

Hey there I'm MorTheLegend, now before you say ARE U CRAZY or ARE YOU FUCKING RETARDED!? just hear me out. I've been recently paying a lot more attention to the player behavior and stuff like that, and when I heard that there is actually a permabann I was shocked, I've had met many toxic players in the enemy, my team, sometimes it was even me from tilt, but even if a guy flames me all game, puts me on tilt, makes me rage and I wish him to be banned forever, but at the end of the day none really mean it, most people will forget that game maximum about a week! and I don't think that anyone deserves a permabann, after all the guys playing it just want to have fun. I've done some research and tried to read about many cases, I honestly think that 99% of them are way too harsh and unfair. I in general think that a permabann is way too harsh punishment, I've looked at some other games like dota or World of Warcraft and I saw that the most harsh punishments are between 12-18 months. It's still a really long time but it's a lot better than a permabann, And I think League of Legends should do the same thing, and let the players who were banned in 2016 a 2nd chance, Honestly if I was permabanned and then riot gives me that 2nd chance I would be thrilled and probably be the most supportive player ever. I think this will make the league community less toxic and more supportive, Although those who had many permabanns like tyler1 should never be back into the game. Also those who have a 2nd chance and were still being toxic should now be permabanned. I think that would make LoL a better and a much more fun game to play. Because at the end of the day we just want to have fun and climb the elo.
