AHHHHHHH honor 5 and no capsules
I saw the people got a capsule shortly after hitting honor 3 but i didnt even get one then, is my luck that bad like dang*[slayer-jinx-unamused]*

I used to get honor capsules randomly but now that I have been Honor 5 for a whole week I haven't gotten a single one [zombie-brand-clap]
Honor capsules drop instead of, or alongside of key fragments. Key fragments have a limited number of drops per month.
I used up most of my key fragment drops the first month while I was honor 2, so when I hit honor 3 and was finally eligible, it was too late for that month. I've gotten 2 capsules since then.
Any PRNG system will have a few outliers when it's creating results for 100 million accounts, but those trends are very unlikely to continue. If you go another month without any, then I'd worry that you were Wi-flagged. http://asheron.wikia.com/wiki/Wi_Flag
Not like you are missing out. They only ever have champ shards and key fragments with a very microscopical chance at the twitch and WW skins.
yeah riot have hinted they are changing it soon to be less random. cant wait!
