Whats the current state on SCRIPTING/cheating ? And what about Riot ?

well i havent been around this game for quite a while, lots of other good games came up. however an instant downer and quit-reason is cheating for me (personally i love blizzard for their efforts in countering it). So if I would ask the entire community about the situation, what would they say? Kinda wanna know wha tu think

• scripts exist people use it
• scripts dont exist people are just bad
• i never see scripters
• high elo scripters? yes? no?

And what is Riot currently doing against it, if its a problem ?

My last state from Riot was their "Dont talk about scripts and try to hide it"-policy, wich i feel is completely self-destructing and crazy to be honest.
