I'm pretty sure Riot is a bit biased when it comes to this, especially considering dynamic queue. They say that a 'majority' has seen it as disruptive behavior, but half the time it's a 3 or 4 man queue that reports the same person. They made dynamic queue as a way to 'balance' ranked, but still punish everyone else if their friends report the same person. I will admit to saying inappropriate things, however, if a random four (4) man queue would not be offended by something i say to one person, but somehow two (2) or three (3) people on the same clan/queue happen to take offense, that's awfully unbalanced. I want proof that these reports from "multiple" sources aren't from clans/queue'd up butt buddies.

Multiple reports on a single player does not make the system look any harder at them, nor does it guarantee that match gets flagged as a count against them leading closer to a punishment.

Consistent reports over a couple of games will usually get them in trouble. People who spam reports every single game don't have a higher chance of getting someone chat banned for 25 games, mind you. Riot isn't that serious about making you play with friends.
