I played with this player 20 mins ago. His nasty attitude really pisses me off. He claims to be an account booster and tells us that he can make hundreds of dollars by selling a boosted account. I actually spent time on searching his account. I found out that he really is.

You're breaking the Universal Rules of Naming & Shaming when you make a post like this. If you want to make threads like this, you need to censor out all the names (except for yours of course).
I am spending money on this game because it is a lot of fun. But dealing with boosters is really making this game less enjoyable and that's reason my friends decide to quit this game. They have been reporting Boosting issues and players names so many times, but no actions were taken. NO ONE PENALIZES THEM for boosting account.
It is funny to watch this guy play and ruin other plays' games. A "Master" tier player beats up all silvers and golds.
A booster wouldn't tell you he's a booster. That account is just his smurf. A master tier player wouldn't be 8-2 in gold 4.

It's alright to discuss this sort of behavior and inquire on what you should do, but reporting players here on the boards is not allowed per the Universal Rules so I've edited out the image links. Use the post-game reporting where you can, but if you need to report something outside of your game like this submit a Support Ticket under the category I have a question > Game & Features > General Questions.
