Matchup Tilting Trolls & Penalties

I´m pretty sure this topic was up before but I feel the need of bringing it up myself.

I don´t know how many times people need to leave a matchup screen because of tilting trolls not accepting their positions in ranked games. If someebody can´t play a certain position and is autofilled example as Jungle, he says "I´m not going to play jungle, I go ADC" - picks ADC champ and the rest of the team is either adapting to the tilting troll or has to leave the matchup and get a penalty. This ain´t fair in no way.

Give people the opportunity to report these guys. At least me, I´m tired of it.

Same goes for people who pick weird offmeta champs (Soraka Jungle). This doesn´t happen so often, but when it happens its the normal people getting a penalty for leaving. My intuition says it is wrong and I´m sure RIOTs team been discussing it before but didn´t take actions for some reasons.
