Question about permaban protocol.
I want to know if Riot send an Email to a person who has had a 14 day suspension. And if so, does it mention the next ban being a permanent one ?

When you receive a 14-day ban (or any form of punishment really) you should receive an email stating why you were punished along with a Reform Card showing some of the recent games that you were flagged in. The Reform Card also appears in the game client when you log in. If you can't find the email in your main inbox or spam folder then file a Support Ticket asking for chat logs. Also yes a permaban is the next step after a 14-day ban if you still decide to act up.
NOTE: The email is sent to the address you registered your account with. so if you have multiple email addresses then make sure that you're checking the correct one.
I've never received a ban so I can't say from experience but everything I've seen from arbiters and riot members says that they do send you and email an specifically let you know the next offense is a permanent ban. The issue is that email sometimes gets filtered into the spam folder. I also believe the in game warning also let's you know the next offense is a permanent ban.

yes they do especially if its a chargeback .
Doesn't it tell you your behavior when you log into the client along with the reform card and the warning about the next punishment being permanent suspension?
