Reports AND Honor system

I really love the game and would love if you (the developing team) guys can improve your player-to-player reports (punishments) and rewarding system.

Recently I have been play with many negative player, and it increased in a huge scale from mid last season, I have been reporting like at least 2 players each game EVEN IF WE WIN, I used to report 1 player in 1 out of 3 games and honor many teamplayers... The players and the community are turning really bad, that I do not even see someone that is worthy of the honor, if it even mattered at all... It seems under rated and really useless, I use it sometimes to let the people know I loved playing with them but yet again they do not know who honored them... I REALLY REALLY REALLY hope u have a solution for the report/honor system soon.

Cause the player that supposed to be punished are not punished enough, and that supposed to be rewarded have not been given a chance to be appreciated
