What does it take to ban someone for ruining games?

So I made a post earlier asking how a player who has been ruining at least 20 consecutive ranked games in a row is not being punished. The player spends the entire game walking back and forth between the nexus and fountain, meaning its a 4v5 with no chance to remake.

My post got deleted for "naming and shaming" and then it tells me:

"In the future, please use the after-game report system for these types of reports, and refrain from naming or shaming other players on the boards, or further action could be taken against your boards account."

Well excuse me, but It is quite apparent that after checking the match history that reporting the player does not do anything whatsoever. In fact, that player is actively ruining a ranked game right now as I type this. By checking the op.gg. this player has been doing it for at least 25 straight games.

So what am I supposed to do if my only option is the clearly ineffective after game report?
