The Report system is broken

Riot isn't gonna doing anything about someone being a piece of shit all game being extremely toxic all game. Yet if I respond to it I'm the problem not the person being an asshole and a hypocrite. The ban system right now is absolute garbage. No one looking at the chat would objectively put me under a chat restriction. If you want me to not be upset over someone basically losing because of a pick or cause someone didn't do what they wanted BAN THESE PEOPLE. A better system so these people don't get through to the next game. Getting someone tilted off a past game and having them report me on some bullshit and still get to play is bullshit.

If they're being toxic in chat, and they get reported it'll get picked up. They might not get instantly banned, but it does contribute to the potential for a ban in the future. If you got banned after being slightly toxic in one game, you've probably had a history of toxicity across many games that has finally caught up to you. Additionally, you aren't really told about punishments outside of when they happen just after you've reported them, so it's hard to know when its working.

The system does work, you just don't realise it.

But trolls, that's a different story. (mostly because its tricky to tell the difference between trolling and just having a bad game a lot of the time) and that system does need some work

It might make more sense this way: If there's one person being toxic on your team, that's just one person that has to be muted. If you start responding to it, guess what? That's two toxic people that have to be muted. The rest of your team is not expected to have to put up with hearing your slapfight.

"But he started it!" doesn't work with your mom and it doesn't work here.
