Does the report function work for player chat logs in champ select?

Had a support troll in champ select... Saying he was geeked out on drugs and was throwing racial slurs and overall being toxic?... I reported him but he did this in the chat before the game started. I thought racial slurs were an instant notification which I know is true because when anyone uses one in game, and I report them, I get the notification that they were reprimanded. I am wondering if this person will get punished. I have screenshots if necessary.
