Allow normals during dodge ban

Why does the dodge ban have to be an entire game ban? If it only truly matters in ranked why cant I wait out the timer in a normal game? I dont usually dodge but I was forced to 2xs within 3-4 hours and I get a 30min ban. This just doesn't make sense to me. I understand that it sucks for someone who got an ideal pick/matchup/position, but surely banning a player from accessing other parts of the game is too much.

Because you deserve to get punished for not wanting to play a ranked game with 2 junglers, an ADC Soraka and an AP Jarvan mid.

Because it's a punishment...

If a child yells at her mother, and her mother takes away her chocolate bar, you wouldn't expect the mother to immediately give bacon to the girl as a treat.

You are being punished because you didn't like the situation in queue. You get no consolation bacon.

I could tentatively see experimenting with this idea, but I'd modify it: Dodge a ranked game and you can still play normals. Dodge a normal game and you're temporarily banned from both. If people can dodge with no penalty from normal queues, I think that privilege would a) be abused and b) become an excuse for all sorts of bad behavior. i.e.: "It doesn't matter that I troll normal queue. People can just dodge and re-queue." That's analogous to the argument that I already hear all the time from ragers: "It doesn't matter that I'm toxic in chat. People can just mute me."
