Actual punishment for toxic players? Please?

I would like to preface this with a request that league fix their damn game launch, I've followed every step of yalls support threads to try and get league to stop freezing on load screen but lately I'm lucky to get a game.

I've been here a long time, not as long as some but longer than most, and let me tell you this community is by far the most toxic community I've ever seen in a teamwork oriented game. There are many forms of assholery in League. Prime example is being toxic in chat, feeding, and leaving the game. There are also other ways that people fuck their own team over, prime example was off a Gnar in my last ARAM who would purposefully get hit by Zil bombs and take them to low health players and the low durability damage dealers. This is at least the hundredth time I've had a player pull some toxic shit outside of chat, and I can only assume as does everyone else that Riot does nothing more than ban people from chatting when they say things like "gg rekt" instead of actually punishing people who purposefully screw over their team. Not only that, but for simply requesting to the players that everyone report the guy for his actions so he can be punished I was told that I would be reported instead, by more than one person, because I asked them to report someone intentionally feeding and screwing over their team.

I stopped putting money in for RP a long time ago because of this crap, and while the player base is growing larger the long time players are leaving and the growth is slowing, eventually the game will start dying from such a toxic atmosphere. So, here's the question.

What would you guys like to see done to people who fuck over their teammates? I for one would like to see what happened to me because of leagues shitty launcher problems, a ban from entering games until a set amount of time after queuing up. I would say something like an hour if the majority of the team reports you, after review of course, and a ban for a day if the majority of both teams do.

If you are having problems launching the game, contact https://support.riotgames.com and have them do a thorough investigation on why your game isn't launching properly.

Trolls do get banned. Riot just does a horrible job in telling you that someone has been banned.

In a game with such emphasis on teamwork, I would say it's best to play with people who you know are going to try. I dont know why you expect to be able to trust complete strangers, some of whom might be under the age of 10 for all you know. If you want competitive games, stop playing with people you know nothing about. It just sounds like a bad idea.
