Perma Ban

Is there a way to get a second chance on a perma suspension, i was banned unfairly and i feel i should at least get a refund or a second chance. It happens so many times where i'm not having a good game and i have to deal with a lane blaming me for their ability to not win lane and constantly dying (i play jungle) and having to deal with them saying "reported" time after time and saying in all chat to report me and saying to all my team it's my fault and that they should report me when i'm simply not having a good game with 70+ ping and 14fps ( when 2 + inhibs down usually 1-9fps, yea its a bad hp laptop) i mean theres not much you can do when your computer is not the best and your internet is neither, yes people can say why do you even play with that kinda of computer and my answer is because i enjoy it when im not lagging, its why i play jungle because there's less for my computer to load. Thank you for your time i just don;t understand why im getting permad for not having a good game and having a dou brain wash my entire lobby to report me .
