I keep getting supports that refuse to buy wards because they need their ap items such as deathcap 
or laindyrs 
. But looking back at the support singed case where he was threatened to be banned for not playing his role could you not say the same for these people not buying wards and instead being damage dealers? I was looking for a clear answer to this since it's become very annoying to play ranked games in gold with out a support.
No its not reportable. Warding is everyone's job not just the supports. And tough it may be frowned upon, you can't report a player for refusing to buy the items you want them to buy, or building a way you want them to build.

Warding and clearing wards is up to everyone. Typically the support is expected to get a Sightstone since they are supposed to be functional at low income.

Support singed wasn't in lane, didn't provide any utility to their adc, and was overall a non-meta role. That got to the point there was legitimately no role he fit in (he made his own role).
Just buying AP items doesn't mean they aren't playing support. Janna with AP? OP as fuck shields that give you massive amount of AD. Soraka with AP? Massive healzies. Blitz with AP? Pull=instant kill.
use ur 2 free wards, upgrade to blue trinket and always have a control ward on the map. then ask ppl to ward. after all that, u have the right to ask for sightstone

Not punishable. By the way warding is everyone's job. Supports only get one red on the board at a time plus their warding item wards. That isn't enough to ward for the whole team. I always ward based on the objectives. Punching up a random pro game.
CLG's support placed 72 wards. But the rest of the team placed 107. So you see, it's not just the support's job to ward. It's everyone's.
Problem with Singed support was that he wouldnt say anything in lobby, lock singed with Ghost and Smite and just run to enemy jungle. Riot told him he has to inform his team what he is doing.
those players arent trying to play support
that is the issue they want to be the carry
item wont stop them from getting to their ap items ( hell it gives ap , gold income and wards) an they can still build AP and try to be a carry
hence why i cant stand AP MAGES "SUPPORTS"
