I've been wondering how effective the leave buster is at leave busting

I have just really started playing ranked this past summer. I had another game today where someone on my team went AFK and cost us the game. I was wondering if instead of banning people who AFK frequently you instead could make it so that when match making for a game people who go AFK frequently get put into teams with other people who also AFK frequently. So if you go AFK a lot you get AFK teams as punishment and if you don't go AFK you're less likely to get placed with a team mate that AFKs. TBH I don't know if this is a good or bad idea. lol For all I know LoL's matchmaking could already do this.
