I was 14day banned like 6+months ago for being stupid and have been reformed since. havent been chat restricted or anything. I get honors all the time but my level never seems to move. What do i need to do to make it go back up ? thanks

After getting a ban, you get frozen on honor 0 for some time. When some weeks have passed it gets unlocked again. Then you can very slowly crawl your way back up. The reason for it taking so long is most likely the fact, that the rank and its progress was reset in mid-January.
You will get back up, but dont expect it to be quickly though.

Be aware that being validly reported, even if it's not enough to punish you again, will pause or completely stop your honor progress.
I don't have a link for citation purposes, but I personally recall Riot mentioning that Honor progress was expedited during 2017 to account for the Honor rework occurring in the middle of the year - and that, since we'd be starting afresh for a full year come 2018, Honor progress would be slowed appropriately so that it is more of a season-long progression.
Sirthael covered the valid reports part already, and I'm just gonna give the benefit of the doubt, and say this; keep at it, man. You'll regain Honor in due time.
Are you making progress? Have you reached any checkpoints? I have finally seen progress moving recently through the first two checkpoints in level zero so it is slow but possible as long as you are encouraging teammates and not toxic.
I got chat restrictions for asking someone to stop calling me a "Fucking %%%got" and I reported them for verbal abuse but some how got chat restrictions myself probably because they were a four man so all just reported me and just been stuck at honor level 0 for no reason. It's super stupid and I even posted the screen shots before and the chat logs to prove that it was them being harassers but no one cared. My post got down voted and people are like "You got what you deserved. Stop complaining" even though it shows that the only time I said something offensive was when I told them not to say it.
