possible idea for queue dodgers?

everyone knows how frustrating it can be to have a dodger 4 or 5 times in a row after waiting 5 minutes in a draft pick.

idea being what if the penalty for dodging queue increased the longer the queue went on? if the person waited until the 1 second mark they should wait the amount of time that they wasted for all the players in the lobby. 4 other players x5 minutes each = 20 minute penalty.

i would like to know some thoughts or opinions on this.
